Well, that's certainly true, but people love a narrative. Endless suffering doesn't deliver that. They've got to let the reins slack just a little, so it doesn't seem to easy—but so it feels like there's hope.
But not enough so that they have the energy to mount a full rebellion, no. Not enough so that people can truly relax and stop riling each other up out of stress.
